How VIRO decides what it can say.
VIRO is deliberately conservative. A project moves up the ladder only when dated evidence supports the next step. Plans, targets and design capacities are recorded — but never counted as progress.
Seven observable stages
- 1In plan · Trong quy hoạchNamed in an approved or draft plan; no project decision yet.
- 2Approved · Phê duyệt chủ trươngInvestment policy, legal instrument or establishment decision issued.
- 3Investor / contractor selected · Chọn nhà đầu tưA delivery party is selected; construction not yet observed.
- 4Under construction · Đang thi côngPhysical works observed on the core project, not only enabling works.
- 5Partly operational · Vận hành một phầnSome sections or functions in use; route-wide or full operation not established.
- 6Operational · Đang vận hànhOpened or in force as a whole.
- 7Usable for business · Dùng được cho doanh nghiệpEvidence that firms can actually use it — services, permissions, schedules or transactions.
The top rung is intentionally hard to reach. An expressway open to cars only, an airport without confirmed cargo operators, or a free-trade zone without operating rules is not yet “usable for business”. Institutions and rules use the same ladder: adoption is “approved”, entry into force or launch is “operational”, and observable transactions are “usable”.
Every statement says what kind of statement it is
Official instrument, decision or primary record.
Reported by an owner, agency or credible outlet; not independently verified by VIRO.
A plan, deadline or design figure. Not an achievement.
Our interpretation. Separate from the facts it rests on.
Not established by available evidence. Never read as zero or negative.
The source was located and matched by its headline or search summary, but VIRO has not read the full text — either because it is still queued, or because the publisher does not serve the article to us. 1 of 50 sources carry this mark, and the reason is given on the source itself.
- A stage must be justified by a dated, sourced claim. Targets and unknowns cannot justify a stage — this is enforced automatically before every publication.
- Unknown is never shown as zero, unavailable, unsuitable or negative.
- Measures with different definitions, dates or geographies are never added together.
- VIRO analysis is always visually separated from the evidence it rests on.
- Where sources conflict, we show the conflict rather than choose silently.
- We do not publish live availability, prices, utility headroom, legal conclusions or site recommendations.
VIRO updates in dated observation runs. The current run is 31 Oct 2026; the previous reviewed baseline was 8 Sep 2026. Each project shows the date it was last observed.
If you see an error or have newer evidence, write to us with a source. Corrections are applied in the next run and noted in the project’s record.
The pole-and-corridor frame follows the structure of the HCMC 2025–2050 master plan. Map geometry is schematic. VIRO is not investment, legal or site-selection advice.
